MISA license Saudi Arabia
A MISA license is the common name for the Investment Registration that the Saudi Ministry of Investment (MISA) issues to foreign investors. Under the Investment Law in force since February 2025, a foreign investor must register with MISA before engaging in any investment. After MISA confirms the registration, the investor can obtain a Commercial Registration (CR) and the other licenses the activity needs. MISA states its review takes up to 10 working days. Applications are filed online through Invest Saudi.

For years, foreign investors obtained a “foreign investment license” from SAGIA, later MISA. The Investment Law that took effect in February 2025 replaced licensing with registration. MISA says the aim is more flexibility for investors. The law also allows investment incentives under regulatory conditions.
What this means in practice:

Article 7 of the Investment Law says a foreign investor registers with the Ministry before engaging in any investment. Securities investments under the Capital Market Law are the exception.
MISA registration records your investor status and approved activities. Your Commercial Registration (CR) comes from the Ministry of Commerce afterwards.
Even MISA's own guide still says "investment license" in places. Use both terms and you will match what people search for.
If you read that the license is "valid for one year" or lists a fixed fee, the source may predate the 2025 law. Check the date.

This is the most common confusion we see. They are three different things, issued by different authorities, in a set order.

You can apply for MISA registration on its own first and complete the rest of the application later. MISA confirms this option for the electronic “establish a foreign company from abroad” service.
MISA states there are two basic tracks, available activities and restricted activities, and its review takes up to 10 working days. On top of these, the Investor Guide lists special categories:

Professional activities (for example legal or engineering services) are registered separately and cannot be combined with non-service activities.
“100% foreign ownership” is possible in many activities, but the conditions depend on the activity. MISA states that some activities require a local partner and others do not. The Investor Guide gives these examples:

Serious violations listed by MISA include: doing business without registration, trading with a lapsed registration that was not reactivated, giving misleading information, and changing ownership of restricted activities without prior approval.

Officially it is now “Investment Registration”, following the Investment Law that took effect in February 2025. People, banks and even some MISA documents still say “license”, so both terms are in use.
