A Commercial License in Saudi Arabia is essential for businesses engaged in trading activities, whether they are involved in importing, exporting, or selling products and services. This type of license is the most common for companies looking to establish themselves in sectors like retail, wholesale, general trading, and distribution.

  • Business Scope: It allows companies to engage in a wide range of activities such as buying and selling goods, distribution, and offering commercial services within the Kingdom.
  • Applicable Sectors: Retail stores, e-commerce businesses, import/export companies, and general trading firms all require a commercial license to legally operate.
  • Foreign Ownership: With the introduction of Vision 2030, foreign investors can obtain a commercial license, either through partnerships with local entities or via 100% foreign-owned companies in some sectors.
  • Regulatory Authority: The license is issued by the Ministry of Commerce and Investment (MCI) and requires compliance with Saudi regulations, including company registration, VAT registration, and Zakat payments.
  • Company Registration: You must first register your business entity with the Saudi Ministry of Commerce. This includes determining your business structure (LLC, joint-stock company, etc.).
  • Commercial Registration (CR): After registration, your business must apply for a Commercial Registration (CR) certificate, which officially allows your company to conduct trading activities in Saudi Arabia.
  • Chamber of Commerce Membership: Companies with a commercial license must also be members of the local Chamber of Commerce, which helps facilitate business activities and provides networking opportunities.
  • Municipal License: Depending on the nature of the business, a municipal license may also be required to operate in a physical location.
